Job Vacancy: EU4Trade Project M&E Specialist

Palestine Trade Center- PalTrade signed a three-year project for €3 million funded by the European Union, the project titled: “Unleashing Palestine export potential to the EU and international markets”, The project is part of the Team Europe Initiative to Support the Private Sector Development and Trade in Palestine. The European Union is committed to supporting Palestinians and expanding prospects for stability and prosperity in the area in order to achieve sustainable economy, and this investment is a part of that effort.  Working within the framework established by the Pal Trade, the Project M&E Specialist role involves ensuring the consistency and quality of the delegation’s M&E strategies and activities. He/she coordinates and supervises the M&E system in place, operating in coordination with the project teams. This position requires a combination of personal, social, and leadership competencies, technical and methodological competencies, and managerial and strategic competencies. He/she ensures that a consistent approach to M&E is adopted in all projects. He/she supports an institutional culture that encourages critical thinking, collective learning, and teamwork, as part of the Pal Trade focus on quality.

Responsibilities: 

  • The EU Monitoring and Evaluation Specialist will be responsible on the following:
  • Familiarity with M&E tools/models including log-frames for measuring outcomes, outputs and impact of activities by using smart and measurable indicators
  • Develop monitoring methodologies, approaches and data collection tools.
  • Review, update and develop the project performance measurement framework as needed and develop log frame matrix, particularly in the areas of the objective hierarchy, indicators, and monitoring mechanisms.
  • Lead the development and implementation of comprehensive M&E frameworks and plans for ongoing projects.
  • Responsible for the process for identifying and designing the key indicators for each component, to record and report physical progress. Also steer the process for designing the format of such progress reports.
  • Review the quality of data, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation.
  • Undertake meetings with the project team, stakeholders and steering committee as needed to support the implementation of M&E
  • Participate in data collection as needed and train projects staff on relevant tools. Verify the relevance and proper functioning of monitoring tools.
  • Prepare reports, presentations, publicity communication materials, briefings for the media, and guide the delivery of key strategic messages on PalTrade initiatives on M&E findings.
  • Develop M&E Standard Operation Procedures and train staff in them if needed.
  • Collect, analyze and interpret quantitative and qualitative data to track performance.
  • Guide the regular sharing of the outputs of M&E findings with project staff, donor and steering committee.
  • Collaborate with project teams to integrate M&E findings into program planning and decision making.
  • Assist in developing and writing sections on M&E, particularly in formulating theories of change, indicators, and organizational measures for project proposals.
  • Provide methodological support during the development of M&E systems and plans, ensuring a consistent approach is adopted across all projects and ensure that M&E/Q&A associated directives, methodological guidelines, and tools are understood and implemented.
  • Monitor developments in the M&E field, building the delegation’s knowledge and capitalizing on lessons learned in this
  • Collaborate with the Senior Finance, Admin, and HR Manager to contribute to the development of the capacity building plan for the delegation in the M&E field, based on assessed needs and available budget.
  • Ensure gender mainstreaming, promotion of environmental sustainability practices, adopt human rights-based approach in in all reports, documents, and M&E forms.
  • Work closely with Pal Trade technical staff, project staff and Program Director

The ideal candidate would have:

  • Experience with EU funded projects
  • Relevant education and documented work experience for over than 5 years
  • Experience in the Palestinian private sector and Palestinian economy
  • Good communication, writing and networking skills
  • High reporting and analysis skills

Essential abilities and qualifications: 

  • Proficiency in written and spoken English
  • Experience in designing, managing and implementing baseline assessments, mid-term and final evaluation
  • At least 3 years of experience with M&E management or 5 plus with M&E officer
  • Exceptional skills for interpreting complex and sudden issues
  • Knowledge of data visualization software(s) and graphics highly desired
  • Reporting, searching and presentation skills
  • Statistical, evaluation, communication and analytical skills
  • Strong organizational, computer, leadership, and interpersonal skills
  • Strong interpersonal skills and demonstrated ability to work productively with project staff and steering committee
  • extensive experience with monitoring projects implementation using qualitative and quantitative approaches

Additional Skills and Qualifications:

  • Monitoring and Evaluation M&E certificate /CMES
  • Ability to use DELTA, SPSS software
  • Experience in related project management
