Job Vacancy: EU4Trade Project Manager

Palestine Trade Center- PalTrade signed a three-year project for €3 million funded by the European Union, the project titled: “Unleashing Palestine export potential to the EU and international markets”, The project is part of the Team Europe Initiative to Support the Private Sector Development and Trade in Palestine. The European Union is committed to supporting Palestinians and expanding prospects for stability and prosperity in the area in order to achieve sustainable economy, and this investment is a part of that effort. Currently Pal Trade seeking a Project Manager, who will be responsible for the overall project management cycle including; fine tuning and providing strategic direction to project stakeholders, lead and produce annual plans and budgets and any amendments, develop quality donor reports, quality assurance and effective leading, and provide management and leadership to project team and senior leadership. Provide budget holding duties and ensure timely resource mobilization and utilization, ensuring compliance with Pal Trade and EU policies and regulations.

Responsibilities:

  • The EU Project Manager will be responsible on the following:
  • Provide leadership and confidence to lead Palestinian partners/stakeholders by creating synergies as part of a conducive environment.
  • Lead project planning, coordination, and capacity building meetings with partner organization and EU as necessary.
  • Close follow up on the implementation of the different components of the project in office and in field.
  • Ensure all project activities are implemented in a timely manner and according to EU/Pal trade rules and regulations.
  • Conduct monthly progress review for the project activities with senior management and project team, ensure progress is achieved as planned, challenge mapped and actions indented and rolled out in timely fashion.
  • Oversee all Pal Trade activities associated with the project to ensure the project achieves its goals.
  • Ensure planning of the project in accordance with project’s objectives, deliverables and targets outlined within Project Documents and in line with project’s budgets.
  • Prepare monthly report to the Program Director, quarterly report to the EU, prepare and present project status report when needed to the project steering committee
  • Identify and evaluate the risks associated with program activities and take appropriate action to mitigate the risks.
  • Prepare project ToRs, tenders, and purchase requests in accordance with Pal Trade Procurement guidelines, templates and processes for submission to financial department. 
  • Contribute to the development and implementation of MEL plan and tools to track progress and assess impact of the project with the MEL officer and partner organizations. 
  • Responsible for production of project quarterly, semi-annual, and annual narrative reports in coordination with MEL officer and ensure compliance with the reporting deadlines and quality.
  • Ensure advocacy and communication plan is consistent with the EU project’s objectives and expected impact through effective collaboration with Advocacy Officer. 
  • Conduct regular meetings with the project steering committee, stakeholders, PalTrade members and the private sector to support the project activities.

 

An important role with both internal and external stakeholders will be played by the project manager. A basic summary is given in the description above, but a more comprehensive work list will be agreed on based on the candidate's experience

The ideal candidate would have:

  • Experience with the management of EU funded projects
  • Relevant education and documented work experience for over than 10 years
  • Experience in the Palestinian private sector and Palestinian economy
  • Good communication, writing and networking skills
  • Fluent in English and Arabic

Essential abilities and qualifications:

  • Proficiency in written and spoken English
  • At least 1o years of experience with the management of funded project
  • Good knowledge in the Palestinian economy
  • Exceptional attention to detail and organizational abilities
  • Communication, negotiation, organizational and decision-making skills
  • Capacity to work under pressure
  • Strong interpersonal and communication skills
  • Capacity to collaborate with a dynamic and diverse team

Additional Skills and Qualifications:

  • Project management certification / training programs
  • Ability to use project management software
  • Experience in related project management
